Deoxys-Defense Quartet Guide
Overview
Deoxys-Defense arrives in regular Tier 5 Raids alongside its other 3 forms in the second week of the 2019 Ultra Unlock. Deoxys-D's Base 144 Attack prevents it from ever being relevant for PvE; however, if you're into PvP, Deoxys-D is a complete monster due to its bulk.
The same bulk that makes Deoxys-D such a powerhouse pick for PvP makes it the most difficult Raid Boss to date. Defense Deoxys is the only Raid Boss that cannot be defeated with 3 trainers in neutral Weather, instead requiring a minimum of 4.

Psycho Boost
- Zen Headbutt hits Gengar and Giratina-O harder than Counter, but Counter will hit Tyranitar and the rest of the Dark-type squad harder than Zen Headbutt.
- Rock Slide has good neutral coverage and will be spammed frequently, making it the most annoying Charge Move to face.
- Thunderbolt hits around as hard and as frequently as Rock Slide, but Giratina's resistance to Electric makes it slightly less annoying.
- Psycho Boost is boosted by STAB, but Base 144 Attack means even Gengar will easily survive an undodged Psycho Boost, let alone Tyranitar and the rest of the Dark-type squad.
- It's worth mentioning that Deoxys-D hits like a wet noodle; none of its movesets are really threatening in the traditional sense. What makes this fight so hard is the 300-second timer and Deoxys-D's Base 330 Defense, second only to Shuckle.
Weather
- Fog boosts the power of your Dark- and Ghost-type attackers; unfortunately, Fog in-game is extremely rare.
- Wind boosts the power of Deoxys' Psychic-type attacks.
- Rain boosts the power of Deoxys' Electric-type attacks, as well as the power of your own Bug-type attackers.
Viable Counters
Minimum viable levels assume Best Friends, No Weather.
Note: All calculations assume regular Tier 5 HP, and not the boosted "Tier 6" HP that Mewtwo received in 2018.
Italics indicate a Legacy move.

Gengar is king. Even with Psycho Boost, Deoxys-Defense is so weak that Gengar survives for much longer than it usually does, allowing it to output its top-tier DPS for a longer duration.

The importance of Gengar cannot be overstated - if you have any Legacy Gengars, power them up and they will make this fight much, much easier, regardless of their IVs.
