Rayquaza finally descends from the ozone layer again, this time with a potential shiny. Despite the release of Outrage Salamence, Dialga, Palkia, and Garchomp, Rayquaza is still undisputedly the #1 Dragon. Furthermore, unlike Groudon and Kyogre, who are likely to be powercrept by Precipice Blades and Origin Pulse, Rayquaza's signature move, Dragon Ascent, is a Flying-type move - making Dragon Rayquaza one of the safest and most useful investments in the entire game.
Rayquaza is an extremely easy duo. Two teams of Level 25 0% IV Mamoswine are enough to duo against all movesets. There is no reason to fight Rayquaza in groups larger than 5.
That said, it's recommended to power up your Ice-types above Level 25, as Outrage Rayquaza is still deadly, and you may find yourself running out of healing items with underleveled Pokemon.

Use Ice-types. The Dragons and Rampardos sneak onto this list thanks to their insane Attack stats, but really, just use Ice-types and make your life easier. Make sure your Mamoswines have Ice-type moves and NOT Ground-type moves.
Again, use Ice-types, just powered up to higher levels this time. There's really not much to say; Mamoswine makes this fight trivially easy.
