Reshiram came out of the Gen 5 Movepool lottery in fairly good shape. While it received an underwhelming Dragon-type moveset in Dragon Breath/Draco Meteor, Fire Fang/Overheat is one of the best Fire-type movesets that Reshiram could have received. Fire Fang/Overheat combined with a massive Base 275 Attack results in Reshiram being the best Fire-type attacker in the game by a significant margin.
The Reshiram duo may be possible, even without Weather. Level 40 Dragon Tail/Outrage Rayquaza wins against Fire Fang/Crunch Reshiram in 575 seconds, or 287.5 seconds with 2 trainers, with 21 deaths (10.5 deaths per trainer). If both trainers have 12 maxed Rayquazas to enable the faster 'swipe' relobby, duoing Fire Fang/Crunch Reshiram without Wind will most likely be possible.
Because Reshiram can, on paper, be duoed even without Weather, the unboosted Reshiram trio is therefore very easy.
Minimum viable levels assume Best Friends, Windy Weather, no Dodging.

Level 40 Dragon Breath/Dragon Pulse Hydreigon is a little short of being duo-viable on its own, but high-level Rayquazas can put you ahead of the timer enough to use one or two Hydreigons without causing the run to fail.
Level 40 Dialga and Latios fall a little short of being duo-viable against Overheat on their own; if you have enough Rayquazas and Salamences carrying, you can afford to put in a few Dialga or Latios without jeopardizing your chances of winning.
The performance of the flying Dragons suffers greatly against Stone Edge, with an average of 26-32 deaths, or 13-16 deaths per trainer.
If you can consistently dodge Stone Edges, you can cut the death count down to 14-18 deaths, or 7-9 deaths per trainer, which allows you to avoid relobbying twice and drastically improves the overall performance of Rayquaza, Salamence, and Dragonite.
Dialga is only capable of consistently duoing against Fire Fang/Draco Meteor. Against Dragon Tail/Draco Meteor, Dialga requires extremely good RNG to win.
With dodging, Level 40 Latios falls slightly short of being duo-viable on its own; again, more Rayquazas, more leeway to use one or two Latios without causing the run to fail.
Minimum viable levels assume Best Friends, no Weather, no Dodging.

Trioing Reshiram is much easier than duoing it. The more Dragon-types you have powered up to decent levels, the easier this fight will be.
Palkia actually performs better against Overheat than Rayquaza, thanks to its 4x resistance to Fire.
The performance of the flying Dragons suffers against Stone Edge, but the Reshiram trio is still so relaxed compared to the duo that you don't need to do anything special to win against Stone Edge.
If you can consistently dodge Draco Meteors, Level 25 Palkia, Level 25 Latios, Level 30 Hydreigon, Level 30 Latias, and Level 40 Mud Slap/Bulldoze Mamoswine become viable for the trio.
