Suicune returns to Raids as part of the 2019 Global Challenge Rewards. Unfortunately, Suicune's Base Attack is 180, which means it's not very useful for raiding.
For context, Vaporeon has a Base Attack of 205, and Kyogre has a Base Attack of 270. Being a defensively-oriented Legendary in Pokemon Go just doesn't get you very far in terms of PvE meta-relevance. That said, the possibility of getting up to 24 Rare Candies per Raid may be enticing enough to stay out of large 20-person lobbies.
Minimum viable levels assume Best Friends, No Weather.

Use Electric-types and Grass-types. Neither Bubble Beam nor Water Pulse pose much of a threat, so your main concern is running out of time.
Although some Pokemon listed here like Vileplume are technically capable of trioing Suicune, they are strictly inferior to the better options like Roserade. Whether you want to put 200k Stardust into a Vileplume is up to your own discretion.
Grass-types, Electric-types, the same stuff as above except powered up a little higher, because Hydro Pump hits a little harder.
Against Ice Beam, Electric types are king, due to not being weak to Ice. Suicune's Ice Beam is nowhere near as deadly as Kyogre's Blizzard, though, and the top Grass-types are still viable for the trio at higher levels.
