With the buff to Mewtwo's Raid Boss HP from 15000 to 22500, Niantic has made it impossible to duo Mewtwo, and extremely hard (but still possible) to trio it. That said, Psystrike Mewtwo is a top-tier attacker after Psystrike's pre-release buff, and you should look to raid this year's Ultra Bonus Mewtwo as much as realistically possible.
Minimum viable levels assume Best Friends, No Weather, and no Dodging.

These three Ghost-types are essentially the only viable options for trioing Tier 6 Mewtwo.
With no dodging, Giratina-O is the only viable option against Psycho Cut/Psychic.
If you can dodge all Psychics, Level 40 Gengar and Chandelure are viable against both Confusion/Psychic and Psycho Cut/Psychic. Giratina should NOT dodge Psychic, as that lowers its DPS too much to be trio-viable.
Dark-types are Immune to Psychic, but they do not output enough DPS to beat the 300-second timer against Tier 6 Mewtwo.
With no dodging, Chandelure is the only viable option against Psycho Cut/Ice Beam.
If you can dodge all Ice Beams, Level 40 Gengar and Chandelure are viable against both Confusion/Ice Beam and Psycho Cut/Ice Beam.
Giratina-O is the only viable option against Thunderbolt with no dodging.
If you can dodge all Thunderbolts, Level 40 Gengar is viable against Psycho Cut/Thunderbolt (but not Confusion).
Chandelure is the only viable option against Flamethrower with no dodging.
Level 40 Giratina is viable against Confusion/Flamethrower, but not Psycho Cut/Flamethrower.
If you can dodge all Flamethrowers, Level 40 Gengar is viable against Psycho Cut Flamethrower (but not Confusion).
